Enhancing Cross-Border Trade Facilitation for Stable, Quality Foreign Trade​

Relying on the “Single Window” for international trade, the China (Fujian) Pilot Free Trade Zone has pioneered the local “RCEP Tariff Policy Intelligent Service Platform”, realizing the “instant approval and processing” of Certificates of Origin. This year, Fujian-based enterprises have independently issued certificates of origin declarations for exported goods with a value exceeding 2.4 billion yuan, ranking first in China. The platform provides strong support for enterprises, including women’s clothing OEM manufacturers in China, to expand their markets under the RCEP framework, helping them reduce tariff costs and improve export efficiency when supplying custom women’s apparel to RCEP member countries.​

In Qingdao, Shandong Province, the customs has actively promoted the new supervision model of “single-document system” and “single-container system” for rail-sea intermodal transportation. Enterprises can complete customs clearance, inspection and other procedures at inland ports. After the goods are transported to the port via rail-sea intermodal trains, they can be directly loaded onto ships without changing containers or repeating declarations throughout the whole process, relying on a single bill of lading for full-process customs clearance. Since the beginning of this year, Qingdao Port has handled over 1.74 million TEUs of rail-sea intermodal transportation, a year-on-year increase of 13%, continuing to rank first among coastal ports in China. This efficient logistics model significantly shortens the delivery cycle for small and medium-sized women’s apparel OEM enterprises in the inland regions, enabling them to deliver bulk orders of women’s casual wear or formal dresses to global customers more quickly.​

The Dalian Free Trade Zone in Liaoning Province has innovated and launched the “Inspection Model for Recyclable Packaging of Exported Lithium Batteries” based on the actual needs of lithium battery export enterprises. This model solves the problem of “one-time use and high cost” of traditional plastic packaging boxes. Since this year, the model has used recyclable packaging boxes for more than 190,000 times, helping enterprises save over 38 million yuan in costs. While promoting the parallel development of green packaging and energy conservation, it also sets a benchmark for sustainable development in cross-border trade. The national “one-stop” handling platform for inbound and outbound mail has been officially launched for more than a month. For women’s clothing OEM enterprises engaged in small-batch sample delivery, the platform greatly accelerates the process of sending product samples to overseas clients, helping them confirm orders faster and improve the efficiency of international business communication.
