“A Plentiful Supply of New Productive Forces” – Ministry of Commerce Interprets Half-Year Report on E-Commerce Development

Since 2025, the Ministry of Commerce has thoroughly implemented the decisions and arrangements of the Party Central Committee, promoted the healthy development of e-commerce, effectively boosted consumption expansion, assisted transformation, and promoted cooperation. The three-year action plan for digital commerce has been advanced in depth, and the digitalization level in the commercial field has been continuously improved, injecting new momentum into the cultivation of new productive forces.

Consumer E-Commerce Gathers New Vitality of Quality

Policies to expand consumption have taken effect in the e-commerce field. Activities such as cultivating quality e-commerce and helping foreign trade enterprises explore domestic sales have been continuously promoted, and AI application scenarios have been innovatively expanded. According to data from the National Bureau of Statistics, national online retail sales grew by 8.5% from January to June. The consumption of quality goods, trade-in programs, and online services grew rapidly. On key monitored platforms, digital products, 15 categories of state-subsidized home appliances and digital products, and online service consumption increased by 9.9%, 12.7%, and 14.6% year-on-year respectively. Since April, the sales volume of the foreign trade zone on the platform has exceeded 3.3 billion yuan. New technologies such as artificial intelligence are being applied at an accelerated pace, improving the intelligent level of the entire consumption chain in terms of efficiency enhancement, product and service innovation, and business model optimization.

Industrial E-Commerce Stimulates New Potential for Transformation

Activities such as the industrial e-commerce enterprise-benefiting docking event in Hebei Station, “Digital Commerce Boosting Agriculture” in Guangxi and Sichuan have been organized. More than 20 provinces and cities and major e-commerce platforms have been guided to hold over 280 industrial docking events, covering more than 2,200 enterprises and reaching more than 20,000 cooperation intentions. These activities have helped characteristic products such as Shandong vegetables, Xinjiang Korla fragrant pears, and Jilin Songhua inkstones to enter the platform, promoted the digital transformation of small and medium-sized enterprises, and improved the coordination ability of domestic and foreign trade. According to the monitoring of commercial big data, from January to June, the transaction volume of agricultural products, electronic products, and textile industry e-commerce increased by 17.2%, 7.3%, and 6.2% year-on-year respectively.

Silk Road E-Commerce Builds New Consensus on Inclusiveness

The number of partner countries has increased to 36, and e-commerce cooperation agreements have been signed with Kenya, Bangladesh, and Egypt. The “Silk Road E-Commerce Benefits the World” initiative has been further promoted. Nearly 20 activities have deepened cooperation with partner countries. The online lecture hall sessions in ASEAN, Central and Eastern Europe, etc., have accurately empowered more than 1,200 trainees, with enthusiastic responses. Industrial docking events held in Shandong, Hunan and other places have attracted active participation of representatives from more than 60 countries. On key monitored platforms, the sales of Kazakh honey and Kenyan coffee beans increased by 180.7% and 37% respectively. New progress has been made in institutional opening-up. The “Silk Road E-Commerce” cooperation pilot zone has formed more than 10 innovative achievements that can be replicated and promoted. The “one declaration, bilateral customs clearance” has expanded interactive information to cross-border logistics, and the monthly transmission volume with the EU has increased to 30,000 tickets.

Digital Commerce Creates a New Engine for High-Quality Development of Commerce

The support for digital commerce has been continuously improved. Industry standards for live e-commerce parks have been issued, 3 training sessions benefiting people and enterprises have been held, “Digital Commerce Cloud Courses” have been launched, and online and offline talent training has been innovated. The digitalization level in the commercial field has been improved. According to the estimation of the Ministry of Commerce, the contribution rate of physical online retail to social retail sales is 29.6%, the proportion of online catering in catering revenue increased by 1.9 percentage points, and the import and export of services that can be delivered digitally grew steadily. Cross-border e-commerce has demonstrated the resilience of foreign trade. According to the preliminary statistics of the General Administration of Customs, the import and export volume of cross-border e-commerce reached 1.32 trillion yuan, a year-on-year increase of 5.7%.

The efficiency of government services has been improved. Four tasks such as trade-in programs have been included in the 2025 key task list of “Efficiently Completing One Thing”. Data has been promoted to benefit enterprises and the people.
